Total Video Audio Converter converts OGG files to WebM easily. The
software is a professional OGG to WebM Converter. You could
customize video size, frame rate, and bit rate with the converter so that the output
file size is controllable. Besides WebM, the converter converts OGG files
to OGG/OGM/OGV and H.264 that are HTML5 video formats either. Then, you can
easily add your video to your
website using HTML5.

What is OGG?
Compressed audio file that uses free, unpatented Ogg Vorbis audio compression;
similar to an .MP3 file, but sounds better than an MP3 file of equal size;
can include song metadata, including artist information and track data;
supported by many software music players and some portable music players.
Vorbis files (which have an .ogg extension) compress to a smaller size
than MP3 files, which reduces bandwidth and storage requirements. According
to many reports, Vorbis provides better sound quality than MP3. A serial
number and page number in the page header identifies each page as part
of a series of pages making up a bitstream. Multiple bitstreams may be
multiplexed in the file where pages from each bitstream are ordered by
the seek time of the contained data. Bitstreams may also be appended to
existing files, a process known as chaining, to cause the bitstreams to
be decoded in sequence. The creators of the Ogg format state that it is
unrestricted by software patents and is designed to provide for efficient
streaming and manipulation of high quality digital multimedia. Because
the format is free, and its reference implementation is non-copylefted,
Ogg's various codecs have been incorporated into a number of different
free and proprietary media players, both commercial and non-commercial,
as well as portable media players and GPS receivers from different manufacturers.
The format consists of chunks of data each called an Ogg Page. Each page
begins with the characters, OggS, to identify the file as Ogg format. Ogg
Vorbis, which uses the file extension OGG is one of many digital audio
formats that achieves a small file size by giving up some sound quality
from the original source, as does MP3.
What is WebM?
WebM defines the file container structure, video and audio formats. WebM
files consist of video streams compressed with the VP8 video codec and
audio streams compressed with the Vorbis audio codec. The WebM file structure
is based on the Matroska container. On 19 January 2011, the Free Software
Foundation announced its official support for the WebM project. VP8's highly
efficient bandwidth usage and lower storage requirements can help publishers
recognize immediate cost savings. Also, the relative simplicity of VP8
makes it easy to integrate into existing environments and requires comparatively
little manual tuning in the encoder to produce high-quality results. A
WebM file consists of VP8 video and Vorbis audio streams, in a container
based on a profile of Matroska. WebM Project licenses VP8 hardware accelerators
(RTL IP) to semiconductor companies for 1080p encoding and decoding at
zero cost. AMD, ARM and Broadcom have announced support for hardware acceleration
of the WebM format. Intel is also considering hardware-based acceleration
for WebM in its Atom-based TV chips if the format gains popularity. Qualcomm
and Texas Instruments have announced support, with native support coming
to the TI OMAP processor. Chip&Media have announced a fully hardware
decoder for VP8 that can decode full HD resolution VP8 streams at 60 frames
per second. Also ST-Ericsson and Huawei have hardware implementations in
their computer chips. Native WebM support by Mozilla Firefox, Opera, and
Google Chrome was announced at the 2010 Google I/O conference. Internet
Explorer 9 requires third-party WebM software. Safari for Windows and Mac
OS X relies on QuickTime to play web media, which as of 1 April 2011, does
not support WebM unless a third-party plug-in is installed.
